A child forced to commit an offence (theft, sale of drugs, etc.) in the course of his/her exploitation should not be prosecuted. Nevertheless, this legal provisions not yet fully implemented in various European countries. Consequently, many children are still considered as criminals.
Within the framework of the ReACT project, a conference was organized in Paris (5 and 6 October). It brought together some 40 experts from 7 European countries to improve the identification and protection of child victims of trafficking for the purpose of forced criminality. Belgium has presented a unique initiative: the Esperanto center, which shelters child victims of trafficking.
