This is the main conclusion of the ECPAT Belgium’s report for the Universal Periodic Review undertaken by the UN Office of the High Commissioner for Human Rights.
Besides harmonizing its legislation to the international treaties regarding child prostitution and pornography, Belgium should enhance its efforts to better identify and protect child victims of commercial sexual exploitation.

ECPAT Belgium is proud to announce the launch of a new website, www.make-it-safe.net, containing online recommendations to surf safe, for teenagers, parents and teaching staff.
What is sexting or grooming? How to react while confronted to cyber-bullying? How to secure a password? Answers to these questions can be found on the website, available in 7 languages (French, German, English, Dutch, Turkish, Arabic and Serbo-Croatian).
The information platform is the result of a two-year project led by 5 ECPAT groups in Austria, Germany, Belgium, The Netherlands and UK together with 90 peer experts and 45 coaches.

Each year, about 2 millions children are victims of commercial sexual exploitation, one of the worst forms of labour.
Each year, from all international tourists, one third travels in the period from June to August. Being well aware of the prostitution of children in certain tourist destinations, more efforts are needed to sensitize the public about the harmful impact of sexual exploitation of children.

Door fotoanalyse kon de federale politie sinds 2009 al 79 Belgische slachtoffers van kinderporno identificeren. Binnenkort zal automatische gezichtsherkenning identificatie nog gemakkelijker maken.
Het gerecht kwam Bart V.T. (37) uit Zandhoven op het spoor in 2013, na een klacht van zijn werkgever. De multinational waar hij werkte als onderhoudstechnicus, leest regelmatig de computers van het personeel uit. Bij een van die controles werd op de laptop van V.T. kinderporno aangetroffen.
Tijdens het onderzoek kwam aan het licht dat de man in totaal meer dan tienduizend bestanden met kinderporno bezat: foto’s, maar ook filmpjes die hij ruilde met andere pedofielen. De beelden bleken extreem gewelddadig en de slachtoffers erg jong, soms nog baby’s.
V.T. moest zich gisteren voor de correctionele rechtbank van Mechelen verantwoorden voor het bezit en verspreiden van kinderporno, maar ook voor aanranding van de eerbaarheid. De speurders konden achterhalen dat V.T. ook zelf contact zocht met kinderen.
Webcam
Aan de hand van fotoanalyse werden twee Belgische slachtoffers geïdentificeerd. Een van hen, een 12-jarig meisje, kon hij ertoe overhalen hem naaktfoto’s te sturen en te masturberen voor de webcam. ‘Het is zo stom. Ik heb me door hem laten inpakken’, verklaarde het meisje toen de speurders haar opzochten. Ze was op het internet ook aangesproken door een andere pedofiel.
Fotoanalyse is een belangrijke tool van de politie om slachtoffers te identificeren. Daarbij wordt eerst aandachtig gekeken naar wat er allemaal op de foto te zien is. Eerst naar het kind, maar ook naar details, want die kunnen erg belangrijk zijn: tegeltjes in de badkamer of het type stopcontacten op de foto’s – soms kunnen ze informatie geven over de dader.
Sinds 2009 heeft Interpol een database voor politiediensten om informatie over slachtoffers van kinderporno uit te wisselen. De International Child Sexual Exploitation (ICSE) laat ook toe om met gesofisticeerde software beelden te vergelijken en connecties te vinden tussen slachtoffers, daders en locaties. In totaal staan er op de databank bijna 900.000 foto’s. In december 2014 bevatte de ICSE-database data over meer dan 5.600 geïdentificeerde slachtoffers.
Volgens Yves Goethals, sectiechef kinderpornografie bij de centrale dienst Mensenhandel van de Federale Politie, werden sinds 2009 in België 79 slachtoffers van kinderporno geïdentificeerd, en 53 daders. ‘Een vrucht van een goede internationale samenwerking’, aldus Goethals.
Binnenkort zal automatische gezichtsherkenning identificatie nog gemakkelijker maken. Interpol lanceert met de financiële steun van de Europese Commissie, een nieuwe database waarin ook videoanalyse mogelijk wordt. Later zal de technologie verder op punt worden gesteld om gezichten ‘te scannen’, op basis van een groot aantal gezichtskenmerken.
Darknet
‘Het is een internationale tendens om meer in te zetten op de identificatie van slachtoffers’, zegt Heidi De Pauw, directeur van Child Focus. ‘Voor ons is dat uiteraard erg belangrijk. Om kinderen te helpen, maar ook om ons naar de daders te leiden. Steeds vaker verstoppen die zich op Darknet, het verborgen internet waarop surfen volledig anoniem blijft.’
Bart V.T. gaf in de rechtbank de feiten toe. ‘Ik ben zelf misbruikt als kind’, zegt hij. ‘En ik kon daarover bij niemand terecht. Dat heeft mijn seksualiteit grondig verstoord. Het werd een verslaving waarin ik verstrikt raakte.’
V.T. noemde zich ‘Speelvogeltje’ en deed zich voor als een 18-jarige. Hij probeerde ook afspraakjes te regelen met jonge kinderen, maar zo ver kwam het niet. Na zijn aanhouding zat de man twee en een halve maand in de gevangenis.
Vandaag is hij vrij en opnieuw kostwinner voor zijn gezin. V.T. riskeert zes jaar cel en een boete.

Twenty-five years to this day, the idea of a campaign to ‘End Child Prostitution in Asian Tourism’ was launched in Chiang Mai, Thailand, with the aim ‘to end the sexual abuse of children by tourists’.
Twenty-five years later, this campaign has evolved into a global network of civil society organisations, now known by the acronym ECPAT, dedicated to ending the commercial sexual exploitation of children (CSEC), with member groups and affiliates in 77 countries.
If we are proud of the achievements accomplished, we are also aware of the challenges ahead. So Happy Birthday ECPAT International and the fight goes on!

On April 24, ECPAT Belgium presented the key findings its research on child friendly justice during a workshop organised together by Missing Children Europe (MCE), eNACSO and ECPAT International in Brussels.
The aim of the workshop was to identify the challenges and good practices in the implementation of the EU Directive 2011/93/EU against child sexual abuse and child sexual exploitation. The findings were based on an analysis of 27 reports drafted by national rapporteurs on the implementation of the Directive’s provisions in their own Member State.
Out of the 7 topics covered by the survey, focus was set on 3: child friendly justice (ECPAT), disqualification and screening (MCE) as well as grooming (eNACSO). Around 40 representatives from NGO’s, European institutions and Permanent Representations of the Member States attended the workshop which was positively evaluated by all participants.

The agency Europol via the European Financial Coalition against Commercial Sexual Exploitation of Children has released its latest report on the sexual exploitation of children for commercial purposes.
According to it, there has been great concern over the latest trends of commercial sexual exploitation of children online, including new means of distribution and transaction, most notably through the Deep Web and Darknet.
In addition, the vast expansion of the phenomenon of live streaming of abuse for payment has become a major concern for those involved in combating commercial sexual exploitation of children online. There is a clear shift from traditional credit card payments to the ones providing the most anonymity, namely alternative payment options, including virtual currency. The Internet Watch Foundation (IWF) analyses point to money transfers and Bitcoin as the most recommended payment methods offered by new brands identified within the Website Brand Project. This indicates that there is a need in this market for functioning and reliable payment systems.

March 05 was held in Brussels the conference of Mario II project by Terre des Hommes and for which ECPAT Belgium is a partner. The conference hosted by MEP Nathalie Griesbeck, brought together experts, NGOs and members of the European Union.
This meeting was an opportunity to present the vulnerability of young European migrants and point gaps in legislation and protection systems. Recommendations were made to improve the conditions of these young people and will be brought to the European Commission.

ECPAT Belgium has disseminated the tools created during the Make-IT-Safe project on the Safer Internet Day, which is organised annually at the global level to promote a safe use of the new technologies.
It is through awareness-raising movies and comics, both serious and funny, that young people have chosen to speak. These tools are intended to stimulate reflection on the risks associated with Internet use among teens and to relay information on online security. Discover their achievements and feel free to spread widely.

To conclude those two fruitful years, ECPAT Belgium and all the participants of the project are launching today the Make-IT-Safe tools.
All in all, it is 6 video clips, 3 comics and 2 training manuals that are published and made available to all those who want to use them with other youth groups.
The tools cover topics such as right of publicity, securing passwords, respect of privacy, sexting, grooming and online harassment.
The awareness raising tools (videos & photo-novellas) have been developed by different groups of young Belgians : scouts, schools, AMO, centres for unaccompanied minors. While the two training manuals, one for youngsters, the other for the coaches have respectively been produced by ECPAT Austria and ECPAT Netherlands.
